Where NCL holds a place on a framework, it takes packages of work against that framework and is answerable for finishing them. Each package has a defined scope, an agreed output, a named owner inside NCL and senior specialists throughout. The client is buying work that has to be finished, to a standard that will be examined, on a programme that is already running.
Scope definition and mobilisation, one person accountable for the technical position, interface management with the rest of the programme, assurance of the output against the standard that will judge the work, and a handover that leaves the receiving team able to use and defend what was produced.

A framework holder may have the commitment, the relationship and the programme, but lack the nuclear depth to execute at the pace the work demands. NCL specialists work inside the client’s own team, to the client’s arrangements, on the client’s programme. The difference from resourcing is that the team is more capable at the end of the engagement than at the start.
Senior specialists matched to a named gap, working inside the existing management system, establishing standards and methods that survive a change of people, coaching tied to live work, depth at short notice for uneven demand, and an agreed point at which the client team carries the work alone. NCL as prime, or delivering under an alliance partner
Some work crosses boundaries that no single company owns: a consent condition moves construction sequencing, a safeguards requirement changes an operating model. That work is delivered with the Integrated Nuclear Alliance and with affiliate companies. On some opportunities NCL leads and holds the client relationship; on others the partner leads and NCL supplies the nuclear depth into their team.

Delivery sits under NCL’s service delivery leadership: a managing partner accountable for capability and deployment, and service directors who hold the standard in each practice. The specialists placed alongside client teams are NCL’s own consultants and expert associates, with alliance and affiliate specialists where the work requires, all under NCL’s governance. Each is senior enough to be left with the work, and raising the client team is part of the brief.
